Why? I can’t see how, unless guys have an average fat pad of significantly less than 1”. There’s no evidence for this. In fact, almost all studies suggest an average of ~ 1” fat pad. Unless you think BPEL is also larger?

I thought average fat pad is 0.6?

So basically, you have to accept that the average penis is 5.5" NBPEL or less (assuming you accept a BPEL of 6.5") or that the average BPEL is significantly greater than 6.5". I can’t see how any other option is available if average fat pad is greater than 1" (which is very likely).

I’ve come across a study (and it was posted here also) with some guy with an 8.3" (21 cm) circumference. That would be a real fat bastard. His length was 7". He had it reduced down to 6" girth:
