Well, for starters you could throw in a few more minutes of jelqing. I know you want girth, but the popular theory running at the moment is length first, girth second. On that note….
It’s time to concentrate on your stretching work. Since your LOT is so low it’s time to bust on that tunica. Stretch upwards, and sometimes throw in some more intense stretches. A-stretches, inverted v-stretches(aka inverse fulcrum stretches). Make your tunica scream but don't overdo it.
As far as volume goes, it’s hard to give a definite number. If you feel fatigue (and your routine post made it seem like you do) then aim for that.
I’m tossing these suggestions out assuming you still don’t want to hang. That’s cool, but I’m partial to hanging. Check out Hubbard’s site (link at the bottom of every page on this forum) for ideas on cheap homemade hangers besides the billion other variants floating around the site.
Last, but not least, you could try either deconditioning the tissues (take a six week break and resume PE; this can be very difficult) or a shock session or two (wild volume increases…quadruple your normal workout for one or two sessions). If you need more help, just say the word.
