Like Size says, how can anyone tear a ligament by jelqing??? the only thing I can imagine is pulling rather than “squeezing” towards the glans (the word swueeze isn’t exactly right, but I’m sure you guys know what I mean! )
As far as a “torn” ligament is concerned, one has to know what type of “tear” and “where” the injury is: at an “insertion point”, along the ligament itself, etc…
And then of course the “grade” of the injury: a complete tear (highest grade) would actually mean surgery to re-join the ligament.
In some cases the words “torn ligament” might only mean servere micro-tears: Cure time could be anywhere between 2 weeks to 6 weeks (complete).
Any change in length would be un-noticeable (except that of a tear which required surgical intervention). The only noticeable change would be the flexibilty.
Where there are “tears” in ligaments, the body realeases it’s own “natural adhesives”. this new “joint” is practically inflexible (certainly in comparison to the flexibility before injury).. but only at that “joint”.
