Personally, I would wait until a year, and even then, only if I felt like I had an understanding of my penis and how it reacts to different stresses and strains, so I can adjust quickly enough to avoid injury.
Whenever you constrict blood flow, you create a potential for oxygen starvation, which leads to tissue death. That is a possibility with clamping, especially with mechanical clamps that can become stuck and you can’t instantly remove them. Of course you can (and many do successfully) mitigate the risks, but the number one factor is how well you understand your unique physiology.
I would definitely (When the time comes) begin experimenting with manual clamping (erect squeezes).
When your hand is doing the clamping, you can instantly increase, reduce, or completely remove the constriction (and induced internal pressure).
