The #3 part of the name was the step number in Ulistretch’s routine that has since been shortened to simply “Uli.”

Bib’s Uli thing is a clamp he designed do to Ulis while leaving the hands free for other tasks. It also applies much more clamping force than hands and shouldn’t be used by newbies. Do a search here on extreme Ulis (or maybe spelled Ulies) for more info.
