First, I would jelq only after hanging for the day. Jelqing caused me a lot of problems with hanging if I did it first. Light milking with little pressure and little erection is ok.

Look on the product guide. There are two sets of hex nuts within the skids on the bottom. Do not loosen the nuts next to the hinge! The second set of nuts, one on front and one on the back are the adjustment. They should be ‘out’ at least a little. You want the top gap to be a little less than the bottom gap. You may have to wrap with a little more material to get a little more girth. The WING nuts on the outside of the right skid should be snug at all times, whatever the adjustment, but you do not have to tighten a lot.
