Both of those are very high priced. How much pumping experience do you have? I ask because if you are new to this, you don’t want to invest that much money until you are sure pumping is for you. You can still buy a very good system for a lot less money to see how pumping works for you. Plus, both of those systems are noise makers. A hand pump with gauge is silent.
The primary goal of PE should be to make your penis as healthy as possible in both form and function. If you do that, increased size will follow.

I have 20 years experience on and off. I have a Kaplan pump and found that ctc makes a better one. I would sell my Kaplan pump. I think the ctc would work better for the gains I want.

The ctc is way more sophisticated then the Kaplan, so I think it will be a good step up for you.
