Soaked in hot soapy water for 5 hours, whilst in the water it looked fine but after removing and drying, exactly the same marks.

Try paint remover on a small section and see if that removes it.

Do not use acetone! It will cloud it even more. I tried that at work to clean Plexiglas windows on a machine I operate.
Did you try sending that pic to vacu-tech and ask them if they know what is going on? Best case scenario is they send you a new tube for free. Make sure to tell them you have only used soap and water on it, at least until you started asking for suggestions. :)

I can’t imagine they’d send me a free tube when the company charges so much, plus it’s international shipping (Australia)

The thing is it might be a manufacturing defect that they have seen before and may be willing to make good on it. You never know. Doesn’t hurt to ask.
