The only reason it merits any investigation whatsoever is probably because they make the claim at all: it’s interesting that this is or appears to be the first such enquiry…
A quasi-scientific explanation about how it works is given- I’ll spare printing the url lest anybody think I’m a shill for this junk…er, I mean stuff. ;)
Do a search for Leech Oil on eBay and take a look at the hits. This company called SouthSeas Male Products also turned up a hit on Google… here’s their FAQ. I hope it’s not so long as to get this post deleted!

HIRUDO MEDICINALIS - medicinal leech
Scientific interest in leeches date back to ancient India. However, the
first Western citation is credited to the Greek, Nicander of Colophon (c
130 BC). These early references were accounts of the use of leeches
for bloodletting. This therapeutic use of leeches, the medicinal leech
in particular, reached a height between 1825 and 1840. A more
contemporary use of leeches was discovered in 1957 by Markwardt.
The leech secretion hirudin was isolated and subsequently its
anticoagulant properties with respect to the elucidation of blood
clotting mechanisms were examined.
Today medicinal leeches are used as tools in tissue grafts and
reattachment surgery. Not only do they secrete anticoagulants to
prevent blood clots and relieve pressure due to pooling blood. It
appears that leech saliva has other therapeutic properties. Leech
saliva helps reestablish blood flow to reattached body parts by means
of a vasodilator, provides a numbing anesthetic, and lessens the risk
of infection due to an antibiotic.

For hundred of years, the native man of Malaya/Java - the elite and adepts
who usually keep 4 wives - have been using a special ointment to care
for their penis and maintain its virility. This traditional method and
remedy have a striking similarity with the practice of desert Arab men,
known for their sexual prowess, as explained in Sir RF Burton’s
translation of Sheikh Umar el-Nefzawi book entitled “Rawd at-Tirr” or in
English, The Perfumed Garden. In chapter 17 of this classical
Tunisian-Arab sex-journal of the 16th century is stated how the penis
can be made bigger and stronger with this massage oil.

….. A fourth remedy is based upon the
use made of leeches ( Hirudo Medicinalis
), but only of such as live in water (sic),
You put as many of them into a bottle as
can be got in, and fill it up with oil Then
expose the bottle to the sun, until the
heat of the same has effected a complete
mixture. With the fluid thus obtained the
member is to be rubbed several
consecutive days, and It will, by being
thus treated, become of a good size and
of full dimensions. The efficacy of all these
remedies is well known, and I have tested
them.”
