Condom size in most cases should be determined by girth not length. I think most people can use a standard condom until they get to around 5.75 inches in girth. So, what your friend is saying might not be entirely true, however it is not unreasonable by any means to have a 7 inch long dong and still use a normal sized condom. Most condoms are around 7.5 -8.5 inches in length regardless of the width.
