I am nearly a month into my Newbie Routine and my 10 minute Jelq is with a 80-100% erection. It appears that this will provide girth gains rather than length gains. If this is the case do I need to incorporate some flaccid/semi Jelqs into my week or increase the stretching if length is my main goal?

If length is your primary goal, keep your jelqs limited to a 40%-70% erection level.
If you have been into PE for only a month, then do not do jelqs at an erection level greater than 80% (high risk of injury). And 100% erect jelqs are a complete no no for newbies. Too risky.
Focus on the newbie routine for a few months (some do the newbie routine for more than a year). Use this time to observe and learn how your penis responds to the stimulus you apply. Newbie Penis Enlargement Routine
