Can the newbie routine achieve this?

I have not started PE yet, but I haven’t seen many people advocate for the efficacy of the newbie routine.
What is the likelihood I can achieve the following with this routine:
17cm BPEL to 19cm BPEL
12cm MPEG to 13 MPEG
If the newbie routine is unlikely to yield these results, what would be a better alternative?
