Basically, throughout my life (Until age 17) I had never pulled my foreskin back to clean or even to masturbate, I was scared to in fact. I used to think I either didn’t have a bellend or I was too scared to find out.When I eventually realised this is not normal and I need to go to the doctor, it was there that I found out I needed to clean as when retracted my glans were stuck to my skin with crusty smeg (Didn’t smell, but was hard and crusty). My foreskin almost ripped from how stuck it was, very sore!!
My question is, because of this, my foreskin being stuck in a certain place for years. Could this of prevented my penis from growing. I also find that my penis does not expand as it should, non erect girth is 4”1/4 while my erect girth is 4”1/2. This concerns me greatly. My penis does not expand and does not get rigid like it used to during my teenage years. My teenage dick would get erect but would just stop at the end of the foreskin and never retract any further from it being stuck. Could this of stopped its growth?
I am now 21 and am fully sure that I restricted my dick growth and have lead to it not functioning as it should, due to not enough blood being able to engorge my dick.

You have a misconception here.
Your penis is normal sized so there´s been no restriction to its normal development or erection
If that was the case, you would have felt how the skin was uncomfortably stretched during erections and you would definitely notice if the skin is shorter than your penis internals.
So that not being the case, you just have a case of fimosis and you need to either work your opening out til the skin is fully retractable or otherwise have a circumcision done but surgery is not necessary in my opinion. You can work with your foreskin til it´s fully functional.
