The simple answer is yes. The more complex answer is yes in the majority of cases, if the right set of exercises are used and if you are willing to commit to doing the exercises over an extended period, probably 1-2 years.

Yes you can hurt yourself. Most injuries are minor and heal quickly but if you read first and don’t jump ahead of yourself (especially in the first 2-3 months) you minimise the risk of injury.
Impotentance is a separate issue, doing this will focus you on your penis at least to some extent and when you focus there is always the chance of creating a mental block. Physically you would have to go out of the bounds of safety for these exercises to risk it, as long as you are careful you will improve the health of your penis not harm it.
Probably the best thing to do is to read extensively. Check out the tutorial forum, read this forum. A good starting place is luvdadus’ newbie routine.
Take a few minutes before you start any PE to look at and feel your penis so that you know exactly what state it is in before you start, maybe take some pictures too and definately get some initial measurements. A lot of people miss this step but its a very important one.
