The Magnum XL is the widest available. There used to be a custom-sized condom company (“TheyFit”?) that probably had larger girths, but I think they went out of business.
Even a regular condom will go over a 7” girth fine (after all, you can put a condom over your head :) ); it’s just a matter of comfort and erection-killing.
According to CondomDepot (Magnum XL Condoms - Shop Trojan Magnum XL Condoms | Condom Depot), Magnum XLs are 2.7" in the head (which I assume is diameter) so that would be about 8.5" in girth wouldn’t it?
I’m not sure those numbers are accurate (I don’t think the Magnum XL gets that much bigger at the head, compared to the base), but no, that would be 5.4” circumference. They are measuring across the condom laid flat — i.e., half of the circumference.

If I just have to wear a condom my choice is Magnum XL. The other condoms I have tried break either during process of putting them on or shortly thereafter.
