Does jelqing with elastic underwear prevent turkey neck?

Thats how ive been jelqing for 3 weeks and i hadnt noticed any turkey neck.I do it with my balls in my boxer briefs with only my penis sticking out.Is this a good way to prevent turkey neck?

From what I have read about the only way to prevent it while jelqing would be to constantly hold the base of your shaft with one hand while you jelq with the other. The idea would be to stretch the penis skin instead of letting the sack skin pull out. I don’t think your boxers or anything else other than your hand would be enough to prevent the skin from pulling. Also I don’t think you would be able to tell much of anything with only three weeks of jelqing with the exception of better EQ.

I put a small hair scrunchy around my scrotum above the balls. It keeps the scrotum stationary as I’m jelqing. I already have a naturally bad turkey neck to begin with. I don’t want it to get worse. It seems to help.
