I don’t think it is harmfull, but for stretching we want to be as flaccid as possible, kegeling while stretching will do the opposite, and if I kegels while stretched I often loose the grip and can’t have nice stretch, so I would say no…
On the other hand, kegeling while jelqing might be way better combo.
