Double LOT - is it possible?

since I’m pretty new to this forum, first of all let me say hello to every one of you. (Hello!)
Now, onto the subject. I’ve decided to do PE a week ago. Since then, I tried to read as much as I could, so that I can do things in a correct way. However, I’m pretty much lost as far as my LOT is concerned.
If I understand it correctly, LOT (i.e.: loss of tug back) is the indicator of which methods one should follow if interested in gaining length. A high LOT means that your ligaments are tight, and you should perform lot’s of hanging, whereas a low LOT shows that you should attack the tunica right away. I also learned that your LOT is at a point where there is virtually no tug back. So far so good.
The problems are:
(1) I wanted to measure my LOT, and I measured it in the FLACCID state. Did I do this correctly, or should I have done it while erect?
(2) I found that there are NO TUG BACKS in 2 DIFFERENT STATES:
- NO TUG BACK AT 6 THRU 7
- NO TUG BACK AT 11 THRU 12
(3) I also found, that between 7 and 11 there is huge tug back, the BIGGEST TUG BACK at around 10, decreasing in every direction
Questions
a) Is it possible? If not, what do you think I did wrong?
b) If possible what the consequences are? What methods shall I follow?
c) If I think that my ligs are loose, shall I bother with hanging at all?
d) If having loose ligs is the case for me, how much gains can I hope for? (How much of an opportunity have I lost because of not having tight ligs?)
Intangibles:
I’m a 28 yr-old athlete. My member is not small, in fact it is bigger than average, and my goal is gaining girth rather than length. In numbers:
Starting with:
8 inches EBPL
5.75 inches EG
Goal:
9.25 EBPL
7.25 EG
What method do you recommend to reach my goal, if
a) I really do have a double LOT (at 7 and at 12)
b) I dis-measured it somehow, and I have an LOT only at 7 (loose ligs)
