Flaccid Hot Wraps.
Wrapping flaccid is probably best, IMO, for 2 reasons.
Firstly, in the flaccid state you have less to warm up - this means it’s easier for the heat to get to where it’s needed quickly and more thoroughly - thinner things heat through quicker than thicker ones. Remember, when you hot wrap flaccid you only have the tissue and a small amount of blood to heat up. When you are erect there is a lot more extra blood there to heat up as well. Which will boil the quickest - a half full kettle or a full kettle?
Secondly, your exercises will be done in the flaccid state so why waste time getting an erection, heating it through and then having to wait for it to subside before you can start your exercises?
The decision to hot wrap in either the erect or flaccid state is entirely yours - I can’t see any reason why you can’t do either. However, IMO, I think you can probably do it quicker and more effectively in the flaccid state.
