Eventually this hang should become more permanent. In my case, the very base of my penis pointed straight out at 90 degrees to my body when flaccid (while the shaft then curved and hung down of course) before I started PE. Now my penis comes out of my body pointing downwards from the base, and also seems to be coming out at a lower position. I put this down to manually stretching the ligs, and also to stretching my sack down. It used to be tight, right up against my penis, but today (unlike yesterday in fact!) its hanging quite low- I can even swing it!

I don’t think you need to worry about pulling the penis out of any socket, though. Its probably more likely that with longer ligs, more of the inner penis can hang out, but this doesn’t mean if you pull hard enough it will all come out, if that’s what you’re worried about! :p Although it could be harmful to do too much intense stretching too soon, as Dr Schwanz said.
As with the masturbating beforehand, some think that is harmful to gains, due to the penis retracting further after orgasm, and the body using up testosterone to make sperm or something like that. But the debate about that is ongoing, and some have made gains with masturbating close to PE.
I would say though that as you continue with your PE you’ll get used to jelqing and be less likely to get too hard when doing it! :D
