I watched your video and I read your posting.
My first suggestion is go to the doctors again but this time ask for an appointment with 2 dspecialist 1 an urologist and 2 an internal medicine doctor. Even if you have been treated and your test are ok you should do it again. I said that because urinary disfunction is not a common issue for 28 years old healthy man as you are.
Now, if you want to start PE you should do it slowly. Most of the guys here are looking for gains in size; however many of them said the exercises help to increase their libido.
My personal experience
It is a slow process but you can feel your dick getting healthier with the time. I am not having erectile disfunction but every morning I wake up with a morning wood.
Also when you are doing PE your dick reacts at any time and you experience strong and firm erections.
