You shouldn’t expect, but should be prepared to contend with slow gains. At your LOT some downward stretching might still yield some gains, so try that first. Once you’ve exhausted that possiblity you can hit the high stretches (note that your LOT may go up over the course of your career , thus making downward stretching a viable option again) or mix the two together, although a divide and conquer approach is worth considering.

It’s possible, again depending on the individual. What would be more effective would be regular girth work (jelqing, squeezing - be very careful) followed by a session with a cock ring. That way you could keep expanded the tissues you’ve just expanded through exercise. I would say that it would probably be more worthwile to keep the sets you do of this short, so that you are introducing fresh blood every five minutes or so.
