With hurt I mean that you may get some ED. Those could be weaker erections, discoloration, pain, or that you actually shrink your penis instead of enlarging it. With a cautios approach to PE these risks will be minimal, and the newbie routine is designed so that your penis will be able to take stresses from other excersises in the future. So if you don’t grow from this, just continue with the routine and after that you will probably have sucess with other excersises, that your penis then can withstand without any damage. And it’s just 3 months, so don’t count on growing inches in length - most of us will be glad to grow 1" in a year. It’s a marathon, not a sprint.
60-80% is when your penis is semi-erect. 100% is of course when you’re having a full boner.
