Length from nowhere....?

I just stretched my penis a little, and then I decided to measure it flaccid when I stretch it out as far as I can….I measured it to 21 cm BPL…thats 8.3”….I am 7.9” BPEL. Where did that extra half inch come from? Does it get longer when you manually stretch it and measure it than it is erected?
