Lig or Vein?

Hi all,

Bit of a dumb question but can somebody advise where the ligs end on the penis, do they stop at the base or carry on further down the shaft?

Reason I ask is that on the left side there’s a hard vein/ligament that travels 2/3rd’s of the way down, on the other there’s nothing?

Also I’ve done the PE thing for almost 3 months without noticable gains until 2 weeks ago. I stopped due to a minor injury (blood spot) and have added .4 of an inch in girth since then. If it’s not my imagination I might look at adding a 4-5 day rest period every month.
