The key is to be consistent with your measurements. That way you can accurately track any progress you’re making. An inability to track this progress will keep you from learning how well your penis is responding to the routine you have chosen for yourself. As a result you will not be as successful.
I take my measurement at the fullest erection I can get without there being any special circumstances. No cock rings, no pumping right before, clamping is also a false indicator seeing as the swell post clamp is not permanent, but rather temporary, at least for the time being. I wouldn’t measure right before ejaculation, it would count as a bad measurement to try and consistently gauge yourself with in my book.
As for pressing in, press in as hard as you can without hurting yourself. Either way you choose, the key is to be consistent. It’s easier to be consistent if you always press down as hard you can. If you’re doing a measurement, take it a few times. Then take the highest one. That’s been my policy.
It’s not as if your bone is going to give. If you feel like your cheating, you have to realize the rest of the male population who doesn’t PE usually takes their measurement in their favor (from the side or the bottom). So you’re definitely not the one “cheating”. If you let me get creative with my ruler I can get close to 10”. Almost all women are incapable of accurately perceiving actual size anyways, the accuracy is just for yourself.
