I am a newbie to this PE, whenever I do this stretching+jelqing(with Vaseline) I get a bruise on the upper skin near the base. Eventually I have to wait for 3,4 days to recover, but when I start again I get the same bruise at the same position.

Secondly when fully erect, my penis is parallel with the ground level, I want this to point upwards. Any suggestions?

That bruise might indicate you are applying too much force and/or are jelqing with too much of a hard on. What erection level (percentage wise) are you at when you jelq? It could also be a matter of how you grab your dick at the base.

Can’t offer any advice on the erection angle. I doubt it can be made to point more upwards, though.

Possibly putting more pressure when stretching upwards can have some effect on your penis. Try jelqing and other such stretches with a little more pressure than the other sides.
