I tend to agree with Marinera - you’re looking at the phalloplasty model where surgeons (aka butchers) detach the suspensory ligament and reposition it exposing more of what you already have. If successful, you don’t actually grow anything, you just show more of what was hidden inside the body.
PE works differently - it actually aims to create new tissue, more flesh, although some of this growth may indeed be just enhancing/exposing more of what you already have … the jury is still out on that one. Hypothetically, it should be possible to increase penis size almost limitlessly however, the reality is that few have the patience or time required to achieve those results and there comes a time where the stresses needed for growth cause harmful, rather than efficacious, injury. Physiologically, some men appear to be more receptive and gain relatively quickly while others languish even after years of hard work.
It’s a complex subject that we debate a lot around here and there is still no definitive answer!

"Pertinaciously pursuing a penis of preposterously prodigious proportions." What a mouthful!
