Nothing should be mandatory in PE. I’m not a big fan of pumping myself, but to be fair nasty damages from pumping are unlikely if you use low pressure; also, pumping has this not small advantage: it gives you a slight, although not permanent, increase in girth just after few sessions.
Why not go straight to clamping? Apart from the safety issue, the idea is the progressive overload. If you are using the most intense technique at the beginning, it’s unlikely that a less intense technique will work thereafter, so when you’ll plateau (and you will) you’ll have no other choices than waiting your tissue to become weaker (deconditioning break).
So a wiser approach is : use the less force that can be effective and augment the force as a last resort.
Really high erections jelqs have no points : jelqing is about moving blood in your shaft, if you are 90%+ erected you can’t move blood.
