It’s been a long time since I jelqed, but I think 20 minutes is excessive to start with.
I’m not sure what the best routine is for jelqing. When I was doing it I wasn’t paying close attention to different variables and the results they produced.
One consideration with PE exercises is that it can produce small tears in the skin that take a while to close up. I’ve almost always been really concerned about contracting a sexually transmitted infection so I don’t do PE on the same day I have sex. It’s also not a great idea to brush your teeth within 3 hours of having sex for the same reasons, small tears in the skin. I used to have a regular fuck buddy that explained all the steps they took to avoid STIs after I asked them why immediately after sex they showered and washed their mouth out with alcohol, and of course they never swallowed. They took a lot of steps further than just using condoms, like washing the sheets, spraying down lube bottles with hydrogen peroxide, and disinfecting surfaces. As far as I know, despite a really active sex life they didn’t contract any STIs and aside from a really bad case of strep throat, which I didn’t get from them, neither have I.
If you are talking about sex with your monogamous spouse, I wouldn’t worry about micro tears since if they have something you’ll eventually get it anyway. If you are not in a monogamous relationship though, I would take every precaution to avoid infection.
