Toilet Paper Roll Measure-Condom Size?

Hey everyone, so my girlfriend wants to get off the pill and wants me to start using condoms. I’ve hated using condoms before but deciding to give it another try. I saw the toilet paper roll technique for measuring but I’m only able to get my head in. Does this mean I need average or larger condoms? I’m not able to figure out if measuring means only the head or entire unit?

It’s girth and length (though you can leave extra rolled at the base). Your problem might be that you’ve never had a big enough condom. It takes some searching and trial-and-error to get a good one.
