Weird Ligament Question

Just wondering what exactly does the ligament feel like? While stretching I feel a skinny vein it feels like on my left side but not on my right side. I was wondering if this was a vein that I was feeling or am I missing a lig on my right side. My penis hangs to the left side. I have never felt any pain the ligs that would make me believe that I have ripped the lig in the past? Any thoughts on this?
