Yes, generally it is thought that more girth you have, the tougher it is to stretch the tissues, simply because there’s more to stretch. This is what is generally thought. There are a lot of other theories also, about PE, that would kind of contradict the aforementioned, thought.
I wouldn’t worry about gaining girth too fast, it’s usually painfully slow process compared to lenght.
