What's the ballooning method

Men have stated that some doctor’s (forgot his name) ballooning method will help your penis grow. Has anyone heard, or know how to conduct the exercise.

If you find it interesting you should give it a shot but I think it safe to say that the vast majority of the PE vetrans consider this technique to be ineffective.
