The muscles which draw up the testicles are the cremaster muscles. They are part of the spermatic cord which suspends the testicles in the scrotum and contains the nerves, arteries and veins. Few men have enough voluntary control over the cremaster muscles to move their testicles up and down at will.

Thanks for the reply. I must be one of the lucky ones. Is this ability a mere novelty or does it have any practical benefits?

Other than entertainment value, I can’t imagine a use for this ability. :) The raising and lower of the testicles is supposed to be to keep them at a temperature consistent with one which is optimum for sperm production. Up in a cold environment, down in a warm one.
