Will skin grow from PE too

I am cut and I found that when fully erect the skin on my shaft’s already pretty tight.
I’m bit worried if there’s any room to accommodate penile grow.
If skins do grow along with the sponge tissue, what’s the rationale behind?
I think blood’s pumped into the tissues by jelqing yet not much to the skins?

Jelqing will stretch out your skin to accommodate permanent gains within the internal structures.

Since skin grows when you insert rings in your ears or other body parts and it grows when you gain weight.. I expect it will grow here as well.
