You are overworking if you begin to feel pain. You should never feel pain from a PE workout. You are overworking if you begin to lose the ability to get a rock hard erection. That means you penis isn’t recovering from your workouts and you may need to add more rests days. Also, when you have continuous soreness in your penis (like that sore feeling from working out), you may need to take a couple of days off to recover.
You are underworking if you aren’t getting to the fatigued state. I’m referring specifically to hanging. Your gains come from reaching the fatigued state and pushing on through the next limiting factor. If you aren’t hanging heavy enough weights, or taking the correct angles, or putting in enough sets you will not reach fatigue and thus limit gains.

The fatigued feeling is a slight soreness in your penis. YOu can tell that you have been “working out”. If feels like that feeling you have when you go to the gym for the first time. You become very conscious of your muscles, etc. I was not getting fatigued in the later portions of my program because I wasn’t increasing sets or the amount i weight I hung. But after this long break and only after three days of hanging I have some serious fatigue going on now. I can feel the ligs burning from the base all along the shaft. This is only with hanging ten pounds for three sets. Before my extended break. I could hang 18lbs for up to three hours and not get the fatigued feeling. Hope that answers your questions.
