If your LOT raises high enough your ligs will once again be limiting your length. So stretching them out again would be beneficial.

This is the same as saying stretching down will eventually work the tunica after the ligs are stretched out enough. And it will. But it’s better to spend your effort on one or the other. Divide and conquer. I’m pulling numbers out of my ass, but if ligs can be adequately stretched using 5 pounds of tension for whatever time, but tunica takes 8, you are better off applying 5 pounds to the ligs or 8 pounds to the tunica instead of 13 pounds to both. Issues arise in applying more and more force, such as hanger discomfort, grip and arm strength failing, etc. Pick the area that is limiting your length, which can be ascertained from your LOT, and work on it exclusively.

Yes, if your LOT raises from all the tunica work.
LOT isn’t anything magic. It tells you the relationship of your lig length vs. the tunica length behind the ligament attachment point. It is only a guide as to whether the ligs or the shaft behind them is your current limiting factor.
When the LOT is low, your ligs are already relatively long. Stretching them more isn’t needed or beneficial. Work on the tunica instead.
If your LOT raises again after lengthening the tunica, this tells you the ligs are again restraining your length. Stretch ligs again until your LOT drops.
