First, what are the reasons you thing the ligs are your LF?

Interesting subject. You have to realize that limiting factors can change. In fact, you want them to change. Over time, as you eclipse each limiting factor, another one immediately takes it’s place. I usually think about this, not in terms of ligs, tunica, or internal structures, or skin, but rather smaller increments of individual ligs, etc.
You can and should gets gains from applying stresses both to the ligs and tunica. If you already hang low, you will probably get more benefit out of stressing the tunica hanging or stretching straight out or straight up OTS. If your package is high, you will probably get more benefit out of hanging or stretching down or BTC affecting the ligs.
I always recommend stressing the ligs first, because they seem to be more adept at stretching/growing and the gains are faster. For some, this is not the correct approach because their ligs are already sufficiently long to allow for more tunica to be expressed.
