I found it interesting/confusing how kegels and Behind-The-Balls jelqing has done more to improve the size and fullness of my head when erect than squeezes and ULIs. My guess is that a stronger muscle is developed from the kegels allowing higher blood pressure in the CS. I think the BTB jelqs have improved the size of the passages in the CS allowing easier bloodflow.
I think ULIs and erect jelqs/squeezes will improve the CAPACITY of the head but without the other two parts of the equation you will not be able to fill the head completely.
Once again I will emphasize how a healthy diet with good nutritional supplements, plenty of water, and the elimination of nicotine will significantly aid in girth gains.
