I certainly still think that the near 12” one in that pic is likely a fake. Some of the data on the previous page though strikes me as pure and utter BS. Yeah, that’s a good point. If a guy was skinny and had thin thighs, his member might reach or exceed his outer thigh boundary. You are making the presumption that all toliet rolls are the same diameter on this planet. This has been debated before on the “great” can you get your penis in the toliet roll test.
Even though, as you’ve stated, it would be easy to run a pair of scissors down the length of the roll, then over lap the ends, so reducing the diameter. And then cut the end off. A lot easier than using a shaving gel can, if you want to deceive someone.
I’m only giving my opinion though, and you are of course welcome to yours. :)
However, nobody has explained the reason for the smaller right leg yet. If the picture has been manipulated, it would show willingness to deceive, as well as the motivation to construct alternative ways to deceive.

You have a forum history of not being able to accept other people having a 10" + penis. It is a problem in your head and does not change the reality of the fact that yes -lots and lots of people have a penis between 10-12 inches.
