In bodybuilding you break down muscle and it does in fact grow back stronger when rested.
Your penis does not have any muscle tissue. If you break it down, you have just caused trauma that needs to heal to just get back to normal.
PE is not tissue building, it is tissue stretching. It works best when trauma is avoided.
As far as turtling goes, trauma actually increases turtling, because damage tissue tends to retreat. The best flaccid hang is stimulated by increasing blood flow and expanding the chambers of the penis without causing damage.
