Waist Stretchers

Has anyone tried any kind of waist stretcher for the ligs? Homemade or the PenisPlus device? I’ve wanted to try stretchers, but they are all very expensive, one I saw was almost $1000. Does anybody know of one that is relatively cheaper? I was thinking about the PenisPlus because its $200.
