Yes. And more so for some than others.
Scar tissue deposition phenotype is not conserved in humans. Some people are dramatically more susceptible to scar tissue and scar tissue over growth, which in some can become a self perpetuating cycle of scar tissue deposition.

You can get an idea about your body’s propensity to develop scar tissue from looking at vaccination and IV sites on your body. The phenotypes can range from leaving no scar (at least visible to the naked eye or that can be felt) to a growing lump of scar tissue, a keloid.
If you have developed a keloid, you have a very high propensity for developing scar tissue or there is some other factor involved like ulceration, connective tissue bundles being stitched in ways that aren’t in alignment, recurring infection, implanted foreign bodies, etc..
