Why not just gently swing the hanging weight?
You will get the oscillation of heavier and lighter forces (obviously at a slower frequency), and it’s mildly entertaining to swing in circles rather than idly standing still.
I can’t think of a good reason for why the higher oscillation frequency of the machine would be beneficial.
When I’m stretching any other part of my body—for say, gymnastics—I usually start with gentle static stretches, then move onto dynamic stretches with a slow frequency, then deeper static stretches. I don’t try to do, say, a pike stretch (straight legs & touch toes) and try to bounce stretch very quickly.
Seems gimmicky with a huge price tag, in my cursory opinion.
