That is a professional quality pump and cylinder that should last you for years. It is the same pump and cylinder that I and many others have.
I don’t believe in stretcher cylinders, because the cylinder is attached to your body by contact with your fat pad skin and will not exert any force on your ligaments. If you are talking about stretcher cylinders that just attach to the head and you hang weights from, I believe that device can cause blisters on the head.

The Harbor Freight Pump kit comes with a reservoir attachment that allows you to do water pumping without damaging the pump. Look for a coupon in an auto magazine. I got mine from a HF retail outlet with a coupon for $17.
If you want to improve the comfort of the cylinder, you may want to consider buying a BRK collar from Pump Toys with the money you save with Harbor Freight.

LeLuv cylinders are very good, but I think the straight wall cylinder shown with the metalvac pump is a bit better. You can’t go wrong with the LeLuv, but the problem is they used to be a good deal on Ebay but lately some of the Ebay prices for pumps has sky rocketed. Just do a search on Ebay for LeLuv penis pumps or cylinders and see what they are going for today. There are still a few good prices there.

Professional cylinders do not require a sleeve to get a good seal. Cylinders that come with a sleeve are cheaply made thin plastic.
