Your original question was if water pumping was more effective than air pumping.
The main advantage that water pumping is purported to have is the pressure from the water will allow one to pump at somewhat higher pressures, or at the typical pressure for a longer period of time, without fluid build up (edema) causing donuts.
My experience is that this is true, BUT… typically more intense pressure is going to cause donuts in short order.
My suggestion would be: leaving it on longer at a more normal pressure. I’ve found it’s is a better way to go.
Also it takes some getting used to, because you don’t have the gauge (water will destroy the gauge), so you have to estimate the pressure by feel - and it definitely feels different because the water makes the cylinder heavier. Tricky to make sure you don’t get a large bubble in the cylinder as well.
So there will be trial and error.
