A reflective layer works in an environment with radiant heat like sunshine or a UV lamp. People commonly put reflective screens on their home and car windows to reflect sun light.
Trapping the heat given off from the penis will need an insulation wrap. This does not add heat and will not increase the temp above normal body heat. It is just reducing the heat loss from the warmer body to the cooler air.
