I’ve got plenty of foreskin and my balls also get sucked into the tube. I think that’s more of an issue with the fit of the tube and how well it seals at the base. I feel like if I avoid getting any lube close to the base of my penis and on my balls, the issue happens a lot less, but then again I don’t pump often because it does happen and it freaking sucks!
To answer the OP: your foreskin can stretch grow a lot more easily than the internal tissues of your penis so I don’t think it’s ever the limiting factor for PE growth.
It should be the first thing that “grows”. Some circumcised people even grow themselves a new foreskin by stretching the skin they have left…
