The limiting factor is going to be the pubic bone.

Imagine two plains on each side of a phallic. One plain is higher (pubic bone), one is lower (balls).

If we take another plain (el pussy) and maintain it in parallel as it comes down the phallic, to hit the lower plain it then needs to tilt (butt cheeks to balls).

So this required change in angle to hit the lower plain results in reduced depth.
